Is the "moss" inside really moss?

No — the branching patterns are mineral dendrites, not organic material. Iron and manganese oxides crystallized in the stone during formation, creating fractal-like patterns that happen to resemble plant growth. The appearance is so plant-like that early naturalists thought it was fossilized moss, but geologically nothing is alive inside.

Why is it called the "gardener's stone"?

European folk tradition held that Moss Agate worn while planting increased crop yield. Gardeners today still bury a piece at the edge of a new garden bed as symbolic ritual.
